The Hacienda de las Flores is a 9 acre historic estate owned and managed by the Moraga Parks and Recreation Authority.  A popular venue for recreation and cultural events, it is one of the most beautiful public gardens and settings in the East Bay.  The Town of Moraga needed to balance the operating costs of the property and wanted to create a plan for the next 100 years.  Gould Evans teamed with APDW to develop a comprehensive vision for optimizing uses of the property, balance the community and public use, and possible revenue sources.  This involved community outreach, existing site analysis, programming and conceptual design.  The final master plan re-imagined the property as a conference center and inn, with a boutique wine making facility.
